What does it mean 'to talk'?

In the ITWorld archives What does it mean for one enterprise application to 'talk' to another?.
Business types and geek types have, for the most part, diametrically opposing models of what it means for one application to 'talk' to another.
This is the source of considerable confusion at best. At worst, it is at the root of why computing has such an awful ROI now that we have got passed WP and spreadsheets.
